The Government plans to create six regional plastics processing clusters

According to the Energy Development Strategy of the Russian Federation for the period until 2035, the Government plans to create six regional clusters with plastics processing: North-West, Volzhsky, West-Siberian, Caspian, East-Siberian and Far Eastern, which are located near sources of raw materials and markets.

The cluster approach involves the creation of centers for deep processing of hydrocarbons with a production core in the form of large pyrolysis capacities (from 0.6 to 1 million tons of ethylene and more) with the subsequent production of polymers, rubbers and their further processing into semi-finished products and final products for the consumer market.

The government determined the tasks and key measures for the development of the energy sector of Russian Federation in order to meet the needs for the socio-economic development of the country effectively, and key measures has been identified for the petrochemical industry. First of all, it is planned to create tax conditions and to provide state support measures for the construction of new petrochemical plants and preferential financing.

In addition, it is planned to support the development and implementation of domestic technologies and to stimulate an increase in the production of large-capacity petrochemical products. The optimization of transport logistics and the elimination of bottlenecks in the capacity of railways are outlined.
